People not reading the rules concern, and how to sort it. Also defaults getting promoted

When new players join the server their is a alarming amount of players that don't read the rules no matter how many times you ask them. And then when they get banned they say "I didn't know that greifing/raiding wasn't allowed on this server"

My Idea

As some of you might know their is a game called "death run" on a big server that is called "TheH***" (I have censored part of the name so I don't get done for advertising but you should know what server I mean).

Anyways as you might know at the beginning it shows you around the course and tells you how to play. So my idea is that we get a plugin that does the same thing. So when the player first joins it tp them to the room with the rules and explanation.(they would still be able to see the chat) They would be stuck in the room for let's say 60 secs to give them time to read the rules before being tp back the the spawn.

Ok wouldn't that mean everyone would just get citizen straight away.

Well yes.But this is my suggestion. To get citizen you have to of been of the server for let's say a day (from when u first joined) so if some one joins, in 24 hours they are eligible to become a citizen, a bit like how it works in real life.

Anyway tell me what you think below.

Maybe.. but how do we know they'd read rules, not just stand there and question/ shout in chat? And if slow reader..?

I think it could work. Also, increasing the time from 24 hours to 3 days or so could increase player retention.

Couldn't you make a command for a tp.. let players be stuck in an area and make their head move to the rules and leave them in there for a bit, like 24 hours. If that doesn't work, tell them to read out the rules in pm and then you can tp them out earlier ect. (stole some ideas k thx)

I think it is a good idea to have a room or building for fresh players with a brief introduction to the server and rules that after read give them the choice between continuing to another room with more information and plugin tutorials or click a sign with the real spawn warp in it. Once at the spawn, a warp sign to go back to the rules room / building should be there. This can be easily done with Essentials, if I can recall well and considering that the current Essential's version on the server is kinda obsolete, a spawn for new players can be set with the command /setspawn newbies or /setspawn newbie

Concerning the default to citizen promotion, to do the time 'thing' you would need a plugin like onTime. But I still like the interaction between new players and staff.
To make sure that they read the rules, or at least be more certain than usual, hide on the rules board a 'fake' rule that would indicate them that they could ask to get promoted to Citizen after they read the rules...

or

Next to the "go to spawn" sign on this room / building, tell them that if they leave the room, they agree with the rules and if they break them, they will be punished. When they click the sign to go to the spawn, they could get automatically promoted to Citizen.

MMM, the rules are at spawn, if they fail to read them its their own fault they are not blind. Maybe set up a jail cell with the rules in it so after their first infraction they are sent there to re-read the rules and be quized by the staff member who sent them to jail. A server I play on has a big tutorial u have to pass first but it does sort out those who are not that interested. I do believe a book is needed when they first spawn in to tell them about the rules and factions and setting up shop because they constantly constantly ask the same questions. I can understand defaults wanting to become citizens quickly because the back command is precious, who wants to run out all that way get killed and loose what little possessions you have just gathered. I also believe a bit of food should be given to defaults when they first spawn in as you have to travel a fair distance to find any food and a lot of them are begging for food because there is none, its been killed or its claimed.
